Modelling & Simulation techniques provide a great support to training, planning and decisions making in Country Reconstruction, after wars, natural disasters (i.e. hurricanes, earthquakes, tsunamis), large crisis and conflicts. The reconstruction process involves many actors, such as International Organizations, Military forces and Governments as well as different population groups. Who operates in similar contexts should be able to provide helps to local populations and to guarantee recovery of ordinary activities in the Country System, including many layers such as Security, Energy Management, Health Care System, Transportation, Economy, Social System, Finance and Administration & Government. Therefore training activity is fundamental for preparing experts in effective Country Reconstruction as well as for acquiring expertise in interference and correlated factors. CIMIC (Civil - Military Cooperation) activities are becoming very necessary to restore ordinary activities in a civil country. In particular this paper provides a general overview about the CIMIC process in asymmetric wars; to introduce a new Conceptual Model that can connect Human Emotions (fear, trust, anger…) to something or someone in scenarios generated by Computer Generated Forces (CGF).

Abstract
