The proposed decree of the Ministry for the Environment and Energy Security (MASE) encourages spreading self-consumption forms of energy from renewable sources, including Renewable Energy Communities (RECs). The paper proposes a mapping of the CERs already active in Italy, considerations on the main barriers that, at a national and international level, have hindered their diffusion, dwelling on the problems of compatibility in safeguarded and protected areas. Recalling projects and guidelines for installing photovoltaics in sensitive contexts, a rst approach for a new CER in a UNESCO site is proposed as an opportunity to directly involve the Ministry of Culture as an actor in the energy transition processes.
La proposta di decreto del Ministero dell’Ambiente e della Sicurezza Energetica (MASE) incentiva la diffusione di forme di autoconsumo di energia da fonti rinnovabili, tra cui le Comunità Energetiche Rinnovabili (CER). L’articolo propone una mappatura delle CER già attive in Italia e considerazioni sulle principali barriere che, a livello nazionale e internazionale, hanno ostacolato la loro diffusione, soffermandosi sui problemi di compatibilità in aree sottoposte a vincoli di tutela. Richiamando progetti e linee guida per installare fotovoltaico in contesti sensibili, si propone un primo approccio a uno studio di fattibilità per una CER in sito UNESCO quale occasione per un diretto coinvolgimento, tra gli attori dei processi di transizione energetica, del Ministero della Cultura.
