Decentralization, as well as a better consideration of local powers, are now a given in both France and Italy. However, the political challenges related to territorial expression often lead to fragile compromises, which are themselves the fruit of a long history. The processes of regionalization are without doubt one of the best examples of this phenomenon. A historical and political reading allows to better understand that power, on the one hand, has somehow “seized” the territorial question, and that territory, on the other hand, has forced power to rethink its role and its modes of action over the centuries.
