The Plenary assembly of the Council of State, with two "twin" decisions, declares that the Italian automatic extension of maritime and lakeside licences for tourist and leisure-oriented activities must be disapplied on the grounds that it is incompatible with article 49 TFUE and article 12 of Directive on services. Having regards to the ground of the judgements, the most interesting motivations are about Bolkestein Directive interpretation and the limitation of the effects of the judgements, with another automatic extension of the licences established by the Plenary assembly until 2024
