The study aims to contribute to the debate about the electoral systems, by exploring the instruments of their constitutional right, taking moves from the characteristics of individual suffrage since the rules of its expression and taking into account how, on it, impact additional mechanisms that make such systems, seen not simply as a process intended to transform votes into seats, but called (before) to articulate their preferences into votes. The final part of the study is devoted to more specific examination of the electoral systems in the experience of the Italian constitutional system.

Abstract

The study aims to contribute to the debate about the electoral systems, by exploring the instruments of their constitutional right, taking moves from the characteristics of individual suffrage since the rules of its expression and taking into account how, on it, impact additional mechanisms that make such systems, seen not simply as a process intended to transform votes into seats, but called (before) to articulate their preferences into votes. The final part of the study is devoted to more specific examination of the electoral systems in the experience of the Italian constitutional system.
