Despite growing urbanization and taking into consideration the loss of political power suffered by the rural groups Afro-Colombian collective tiles represent the suitable settings for developing measures of socio-ecological resilience in Colombia. The Colombian Institute for Rural Development confirmed that large real-estate investors are profiting from the development of tourism-related facilities at the expense of natural sites of beauty. Regardless of whether this new urban design vision is accepted within the local planning culture urban planning programme based on resilient principles should consider a series of subsidiary concepts. For example: smart communities, social welfare, economic development, environmental safeguard, pollutants mitigation and health and education. The paper explores a series of Operative Scenarios for Afro-Colombian territories where strategies of intervention are be outlined.
