The paper is aimed at showing the normativve means that are devoted to promote or guarantee the representation of linguistic and ethnic minorities in political organs. The focus is based on the idea that lingusitic, racial and ethnic pluralism doesn't lead to a negative freedom but rather to a positive obligation of the state, which consists insafeguarding, keeping and promoting the lingusitic difference to guarantee the pacific coexistence of minorities in modern states.

Abstract

The paper is aimed at showing the normativve means that are devoted to promote or guarantee the representation of linguistic and ethnic minorities in political organs.
