The economic circles of Liguria have contributed to the spread of the European ideal and to the political and economic construction of the Community, so that it does not seem risky to talk about their real European vocation. In Genoa the central role of the Chamber of Commerce is important. It is accompanied by other realities: the Consorzio autonomo del Porto (Port Consortium), the Faculty of Economics of the University, the Institute of International Economy, specialized magazines. It is important also the action and the propulsion of individual actors, who can be considered true precursors. Among these, in particular, Aldo Scotto, Orlando D’Alauro, Bruno Minoletti, Volrico Travaglini and, especially Francesco Manzitti. In the volume edited by Daniela Preda, the editor wrote a critical introduction and an essay entitled “The steel circle facing the ECSC”, which underlines the role of some Genoese men, in particular the ship-owner Angelo Costa, president of Confindustria, and Paolo Emilio Taviani, president of the Italian delegation to the Conference of the ECSC. In this context, the action to protect the Italian steel industry in the context of the Paris Conference is deepened.
