The article focuses on the Government stability in the semi-presidential systems of the Central and Eastern Europe Countries that are members of the European Union. Except for some rare cases (for example the “constructive vote of no confidence” in Poland, art. 158 Const., and the “art. 49.3 Const. of the French Fifth Republic” in Romania, art. 114 Const.) the Constitutions of these Countries provide few procedures in favour of the Government stability. Conversely the Constituitions and the Standing Orders turn particular attention to the protection of the rights of the parliamentary minorities. The introduction of “fast track” (or expedited) parliamentary procedures and the drawing up of “European agreements” between the political parties of the majority and the opposition are the solutions selected in order to support a fast adoption of the necessary legislation for the consolidation of democracy, market economy and the “acquis communautaire” in these Countries.
