Because of the objective of protecting environment, habitats and species of animals and plants, today the building designer is increasingly faced with a field hitherto almost entirely unknown to him, namely ecosystem of the site in which actions will be carried out. A good level of biodiversity is needed to maintain adequate environmental conditions on our planet for our survival. This implies confrontation with new professionals: biologists and specialists in environmental sciences. Directive 92/43 EEC of 21/05/1992, better known as the "Habitats Directive" on the conservation of natural habitats and of wild flora and fauna, has as its objective the maintenance of biodiversity through conservation measures, and eventually restore habitat and species (animals and plants) as priorities at EU level. The Italian territory is covered for 14.6% by Sites of Community Interest (SCI) - areas with a high environmental quality and a high level of biodiversity - and for 9.8% by the Special Protection Areas (SPAs) - areas of migrating birds protected, where human intervention is allowed but is regulated by legislation that requires the preparation of an assessment of human intervention compatibility, so that the habitats and animal and plant species present do not suffer. The purpose of this text, for designers, is to give a concise but complete description of what are the implications of intervening in the sites of the Natura 2000 network (SCI, SACs, SPAs), the reference standards and methods of preparation of the report or study for the impact assessment. The text proposes an original analytical tool, as a result of the author research, consisting of worksheets: concise description of the project, the natural values characterizing the site of building work (characteristics of the SCI, plant and animal species, habitats); action-impacts report during construction and during operation phase; report of relationship between sensitivity of species and types of impact during construction and operation phase; impact-incidence-action report and mitigation measures; description of residual impacts and compensation measures. Some examples of activity-recurring impact are illustrated for showing the assessment system as operational tool.
