The paper critically examines and analyzes the arguments put forward by Eugenio Bulygin to reject the predictive reading of statements about effective law. It also examines whether Bulygin's and Alf Ross's theses about the predictive nature of such statements are indeed incompatible, and if so, to what extent and on what points they are. Finally, the plausibility of Ross's and Kelsen's objections to Bulygin's conception of effectiveness is discussed.
