This essay is set to analyse and discus the main problems and challenges met by social services institutions and workers in Italy since the outbreak of the COVID-19 pandemic, in February 2020. Such challenges are, at least in part, common to those that have regarded all services, both public and private, characterized by the need of a contact between the service user and the service provider, but in some cases instead very specific. The focus here is on the activities carried out by territorial social services, organized by Local Authorities, either singularly or joined together, within the policy framework set at national level, aimed also at the non-Italian citizens resident in our national territory. The COVID-19 outbreak has put the system of social services under pressure also in Italy, bringing out clearly the problems related to the lack of financial resources and to territorial differences. To cope with these problems, “exploded” at systemic level because of the pandemic, besides an increase of financial resources, interventions in three fields have been proposed: improvement of the network of social and care services (Lep, as of art. 22 of law n. 328/2000); greater integration of social and social-health assistance; development of a governance model of the policies in these fields requiring more participation of social actors.
Questo saggio si propone di esaminare e discutere i problemi e le sfide che le istituzioni e gli operatori del servizio sociale in Italia hanno dovuto affrontare dal momento del diffondersi della pandemia COVID-19, nel febbraio 2020, a oggi. Si tratta di sfide in parte comuni a quelle che hanno riguardato tutti i servizi, pubblici e privati, caratterizzati dalla necessità di un contatto tra operatore e utente per l’erogazione della prestazione, ma in parte molto specifiche. Ci si riferirà qui alle attività e alle iniziative messe in atto dai servizi sociali territoriali, organizzati da singoli Comuni o da loro aggregazioni, nel quadro delle linee politiche stabilite a livello nazionale, che hanno avuto come destinatari anche cittadini non italiani, presenti sul nostro territorio nazionale a diverso titolo. Lo sviluppo del COVID-19 ha messo sotto pressione anche in Italia il sistema dei servizi sociali, facendo emergere con chiarezza i problemi legati alla scarsità dei finanziamenti e alle differenze territoriali. Per far fronte a questi problemi di sistema “esplosi” con la pandemia, oltre a un aumento dei finanziamenti, sono stati proposti interventi in tre ambiti: potenziamento della rete dei servizi socio-assistenziali (Lep, di cui all’art. 22 della l. n. 328/2000); maggiore integrazione socio-sanitaria; sviluppo di un modello di governo partecipato delle politiche sociali e socio-sanitarie con gli attori sociali.
