L’altra faccia del presidenzialismo latino-americano: Costa Rica ed Uruguay

The essay analyses the Chilean and Costa Rican frame of government within, placing them in the context of the spread of the presidential model in Latin America. In particular, it moves from the historical reasons that led the presidential form of government to spread in the area and from the main trends that have been recorded in the different countries of the area. Subsequently, it focuses on the constitutional discipline of the relations between the Legislative and the Executive powers, paying particular attention to four crucial issues: the structure of the Presidency and Parliament, as well as the constitutional rules on their election; the existence of a formal collegial body to assist the President; the relations between powers in the exercise of the legislative function; the competence to adopt limitations to fundamental rights in the case of emergency.
