The cycle and recycling of waste in Parliament This article focuses on the evolution of waste legal regulation in Italy. In this perspective, the earliest pieces of legislation, dating back to the liberal age, are examined; then, laws of the Fascist period, those of the post-WWII and those adopted in more recent times are analyzed. This study acknowledges that, since the 90’s, most of the parliamentary activity on matter has been carried out by bicameral Commissions of inquiry, which mainly dealt with investigating the links between waste management and illicit activities. At the same time, there has been a growing impact of the European Union regulation, leading to the progressive establishment of the so-called “circular economy”, showing positive results, sometimes even beyond expectations.
