The paper analyses the different forms of citizens’ participation in comparative law. The «tools of democracy» are divided into: participation at the political selection level (i.e. the hypothesis of direct primaries and recall of states and local officials), on the one hand; participation at the decision-making process (i.e. referendums and initiatives; participative democracy), on the other hand. The concept of e-democracy is also gained increasing popularity. All over the world, agencies have made recourse to it, in order to build support for policy initiatives and subsequently to respond to the legitimacy crisis of bureaucracy. However, some problematic assumptions should be taken into account.
