The paper proposes the use of simulation as support for evaluating crisis over wide areas; this demonstration is focusing on a single layer of operations (road transportation) for a whole state, simulating in details each single operation; despite the dimension of this scenario this study demonstrates the potential of Modelling & Simulation in this context as well as the capability of integrating complex aspects (i.e. logistics, human flows, regular activities, emergency conditions, inter relations with other layers such as air transportation).

Abstract
