This juridical study results from an extensive critical analysis of the power of inquiry, in connection both with the parliamentary system of government and the presidential one. The essay focus on the Italian experience, but it takes into account, with a comparative methodology, those of United Kingdom, Germany, Spain, France and of the European Union. Particular attention is given also to US experience, which is important not only for institutional reasons, but because the structure of the party system gives to the parliamentary inquiries a special impact on the Executive power. The power of inquiry is analised both from a theoretical perspective and with reference to the role of the opposition in contemporary democracies.
