In this text I analyze the production of police violence and other forms of violence especially in Italy. The phenomenon is studied as a typical feature of the present situation in the political organization of society. As a consequence I show how the current frame favours the increase of violence and other forms of illegalities (corruption, abuse of power, etc.) and that the authors of these crimes can be both police officers and politicians or people having dominant roles at all levels of society. The discretionary nature of power is decisive and seems to be increasing in the current neoliberale/neocon conjuncture in which the violent management of conflicts and social disorder prevails over the peaceful solution. The disintegration of the political organization of society at local, national and global level and the renunciation to look for a "paternalistic/pastoral" or liberal-democratic government are caused by the disruption of the balance between social prevention, prevention of police, repression, penalty and social reintegration. The "neo-conservative revolution" has encouraged repression and penalty, has weakened the welfare producing an enhancement of the asymmetry of power and wealth between dominant and dominated social groups. The result is the dominant actors’ illusion of being able to rule at any and all cost, without fear of popular uprisings or revolutions because the erosion of public action for the dominated class seems to be completed. Thus, governments do not pursue the creation of a new, stable and peaceful order, as the one once hoped for by Liberal Democrats. As a matter of fact, we are experimenting a permanent management of the disorder by force and by ‘postmodern’ controls that ensure profits (CCTV, new technologies) rather than through peaceful negotiation, although it remains a possible option. The government's goal to produce fear and "zero tolerance" is not that of creating effective security but to foster the “crime deal”, i.e. the permanent war in almost all sectors.
