The article focuses on the decentralization process in the Central and Eastern Europe Countries that are members of the European Union. The Constitutions of these Countries are unfavorable to this process also in the presence of linguistic, religious or national communities in particular regions. The negative experience of the communist regimes and the worrying about the dissolution of the State are the principal reasons for this political trend. The adhesion to the EU has partly changed this tendency by creating administrative regions, mainly oriented towards the use of European “structural funds” and “cohesion funds”.

Abstract
