In current debate about conditions and solutions to improve small business financing in Italy, there are two important arguments in discussion: about different patterns suitable for transition of “confidis” (i.e. guarantee schemes on SMEs financing) to supervised financial services area and about the definition of the most convenient competitive strategies for their growth. In this paper, some specific problems are developed about the best strategies for regional and middle dimensions “confidis”, to get a working differentiation from national level success patterns, according to the characteristics of their governance and to mission to operate in non profit logic for the development of local economic and social system.

Abstract
