The contribution seeks to grasp possible perspectives on the ‘use’ of the EU values. In particular, considering that the challenges which today’s society has to face, such as climate change, the new world order, and tech- nological revolutions, cannot be dealt with exclusively at the level of the single Member States, the paper moves from the theory of the renunciation of the sovereignty of the latter in function of the constitution of a new kind of order, in which citizens also have rights, and hypothesises a role of Art. 2 TEU as a means of enabling or at least facilitating a development of the Union that would also safeguard the rights of European citizens against such challenges. On the basis of case law, secondary legislation, and the practice that has developed with regard to values, the present work identifies possi- ble alternative pathways, based on Art. 2 TEU, to overcome the limitations of non-Europe with regard to certain absolute priorities, such as the fight against climate change, migration, and tax union.
