The political relationship between the European Union and its largest neighbour, the Russian Federation, has been marked by many ups and downs and a diversity of opinions and strategies about the future and clarification of its role in international foreign and security policies. The starting point of a new ‘rapprochement’ between the two parties be gan at the beginning of the nineties, during the period of Perestrojka and Glasnost, which paved the way for a first concrete attempt at establishing the Technical Assistance to the Commonwealth of Independent States (TACIS) programme designed to promote the transition towards a market economy and democracy, to reinforce democracy and the rule of law, and to ensure the observance of democratic principles and human rights. Nevertheless, the institutional basis of the EU–Russia relationship is related to the signing of a Partnership and Cooperation Agreement (PCA), which was prepared during Boris Yeltsin’s presidency within the frame work of previous ‘Europe Agreements’ signed with the newly independent Central and East European countries that were seeking admission to the EU.
