In the broader frame of the studies on the relationship between territorial social services and their foreign users, many of whom are transnational migrants, this article is set to describe and analyse the theoretical elements and the debate on emerging forms of Transnational Social Protection (TSP). Later, some empirical implications of TSP for Italian territorial social workers will be discussed as well. The article is also set to develop some hypothesis about the impact that the Covid-19 pandemic can have on the “resource environment” on which transnational migrants and their families rely for their welfare. The study leads to the conclusion that social workers, their coordinators and even political local authorities, have to raise awareness about being an important element of these service users’ resource environment. The former have also to consider that the latter live at the centre of a wider transnational welfare network, of which they are at the same time users and resource providers.
Nell’ambito degli studi sul rapporto tra servizi sociali territoriali e utenti stranieri, soprattutto quelli identificabili come migranti transnazionali, questo articolo si propone l’obiettivo di ricostruire gli elementi teorici e il dibattito sulle forme di quella che è stata definita nelle letteratura internazionale come “protezione sociale transnazionale” (PST), per poi discuterne alcune implicazioni per gli operatori degli Ambiti Territoriali Sociali comunali. Sono state sviluppate anche alcune ipotesi circa l’impatto che la pandemia Covid-19 sta avendo sulla riconfigurazione dell’ambito di risorse (resource environment) su cui i migranti transnazionali e le loro famiglie fanno affidamento per il loro benessere. Lo studio porta a concludere che gli assistenti sociali, così come i loro riferimenti amministrativi e politici, devono avere consapevolezza di essere un elemento importante della componente formale del resource environment degli utenti transnazionali. Allo stesso tempo, devono avere consapevolezza anche del fatto che questi soggetti si trovano al centro di un “ambito di risorse” più ampio, del quale sono al contempo utilizzatori e fornitori.
